Three cheers for Matt Danish! Matt responded to my c.l.l post and said that I had run into a CMUCL bug. The workaround is to put the LOAD-FOREIGN-LIBRARY form into a separate file from any uses of the library. That did the trick for CMUCL. You can pull the latest from www.findinglisp.com, per the incantation in the previous blog entry.
